The largest international professional public (non-governmental) organization that brings together current and retired police officers from different countries of the world, is the International Police Association (International Police Association - IPA).
The idea of creation of the International Police Association (IPA) belongs to the British police sergeant Arthur Troup. It was he who at the end of World War II corresponded to exchange experiences with colleagues from the countries of northern Europe and some African countries.

The official date of foundation of the IPA - Jan. 1, 1950, while in the UK was established British section of the International Police Association.
During the 15th World Congress of the International Police Association June 6, 1997 in Quebec City (Canada), a member of the MPA was officially recognized by the National Section of Ukraine.
Today, the IPA is the largest organization of modern police and civilian law enforcement officials. IPA members are more than three hundred thousand members from 64 countries. IPA is recognized as a non-governmental organization under the Council of Europe, as well as in the Social and Economic Council of the UN. It is the only professional organization that brings together law enforcement officers regardless of the place of service, position, language, communication, religious belief, race, ideological views. The International Police Association maintains independence from the trade union and political bodies, is open to the police of any country, not part of any group and the association does not prevent their contacts with members of the police (militia) units of other countries and the exchange of professional experience.
Among other things, the IPA has been studying the history of the police and its structural changes, the prevention of crime and reductions in crime situation, explores the dynamics of crime during different times in different countries, promoting the introduction of modern technology and advances in science and technology to improve crime detection; publishes comparative analysis IPA on the activities of the national sections.
